Arunachal Pradesh Inner Line Permit (ILP) Guide 2026

If you are planning a trip to Arunachal Pradesh, whether to Tawang, Ziro, Mechuka, Anini, or any other corner of the state, you cannot enter without a valid permit. This is one of the few states in India where the rule is enforced strictly, on every road, by visible check posts.

This guide covers everything you actually need: the difference between an ILP and a PAP, how to apply online in 2026, the fees, the validity, the entry points, and the small operational details that trip up first-time travellers. What is the Inner Line Permit?

The Inner Line Permit (ILP) is a travel document Indian citizens need to enter certain restricted states in the Northeast. Arunachal Pradesh is one of three states (the other two being Nagaland and Mizoram) that still requires it under the Bengal Eastern Frontier Regulation, 1873, a colonial-era law that has stayed in force to protect the region's tribal communities and sensitive border zones.

Foreign citizens need a different document, the Protected Area Permit (PAP), which is harder to get and has additional restrictions. We'll cover both.

If you are a tourist with an Indian passport or Aadhaar, you need an ILP. Period. No exceptions for road-trippers, no shortcuts at the border, and no "I'll just say I'm visiting friends" workarounds. Border guards will turn you back, and if you somehow slip through, you can be fined and deported back to Assam.

How to Apply for ILP Online (Indian citizens)

The Arunachal Pradesh government runs the official online portal at itanagarilp.gov.in. This is the only legitimate site, anything else is a third-party reseller charging a markup.

Step-by-step

1. Visit itanagarilp.gov.in and click "Apply for ILP".
2. Choose your applicant type, Tourist, Business, Govt Servant. Most travellers pick Tourist.
3. Fill the form: full name as per Aadhaar/Voter ID, date of birth, profession, complete current address, phone, email.
4. Upload documents:
   • Recent passport-size photograph (JPG/PNG, under 100 KB)
   • Government-issued ID (Aadhaar / Voter ID / Passport / Driving License), scan both sides
5. Itinerary details: entry point, exit point, places you plan to visit, travel dates. Be honest, random checks happen.
6. Pay the fee: ₹100 per person for 30 days. Payment via UPI, debit card, credit card, or net banking.
7. Download the e-permit that lands in your email, usually within 24 hours, occasionally 48–72 during peak season (October–March, late September for Ziro Music Festival).

Keep both a printed copy and a saved PDF on your phone. Network connectivity at border check posts can be patchy, so don't rely on cloud retrieval at the gate.

The ₹100 figure has been steady since 2019. If you see a service charging more than ₹500 to "process" your ILP, walk away, they're inserting an unnecessary middleman.

Entry Points: Where Your ILP Gets Checked

Arunachal has multiple gateway points. Your ILP is valid for entry through any of these:

• Bhalukpong (Assam–Arunachal border, on the Guwahati–Tawang highway), busiest, expect 15–30 min queue
• Hollongi / Banderdewa (near Itanagar, off the Assam highway)
• Likabali (entry to West Siang for Aalo, Mechuka)
• Ruksin (East Siang, for Pasighat and Anini route)
• Wakro / Hunli / Mahadevpur (for Anjaw, Lohit, and the deeper east)
• Jairampur (for Changlang and the Stilwell Road circuit)

Carry the printed ILP, your photo ID original, and ensure the dates on the permit overlap with your actual travel window. The Sub-Divisional Officer at the check post is the final authority, be polite, have papers ready, and don't argue if they ask follow-up questions.

What's Actually Restricted

Even with a valid ILP, some areas inside Arunachal require additional special permits:

• Border zones near Tibet (Bum La, Gorichen, Tawang region above 13,000 ft): check with your guide; usually issued by the SP's office in Tawang for a day visit
• Anjaw and Kibithoo (close to Chinese border): restricted permit required, processed locally
• Tribal areas (Tagin, Aka, Hill Miri regions): generally open with standard ILP but some clan-specific lands require village headman consent

A standard ILP covers most of the tourist circuit (Tawang, Sela Pass, Dirang, Bomdila, Ziro, Mechuka, Aalo, Pasighat, Anini, Roing), so don't overthink this unless you're going close to the border or doing deep-tribal-area trekking.

Common Mistakes That Get People Turned Back

1. Misspelled name, even one letter off from your Aadhaar will cause issues. Triple-check before paying.
2. Wrong entry point declared, your ILP names the gateway. If you applied for Bhalukpong but enter via Hollongi, expect questioning.
3. Expired ID, Aadhaar doesn't expire, but if you use a driving license or passport that has, the permit is invalid.
4. Travelling outside the date range, even by one day. Apply for the full window, including buffer.
5. Buying a "fast" permit through a tout near the border, these are often forged. Use the official portal only.
6. For foreign nationals: trying to "tag along" on an Indian ILP. Doesn't work. You need a PAP issued separately.

Foreign Nationals: The Protected Area Permit (PAP)

If your passport isn't Indian, you need a PAP. The process is more involved:

1. You cannot apply directly, only a registered Indian tour operator or travel agent can submit your application.
2. Required documents: passport copy, Indian visa copy, 4 passport photos, complete itinerary, fixed entry/exit dates, accommodation bookings, vehicle details (if self-drive).
3. Processing takes 4–6 weeks. Apply at least 8 weeks before travel.
4. Group rule: minimum 2 travellers. Solo foreign travellers are not allowed under PAP in most cases, couples and families are fine.
5. Cost: typically USD 50 per person, plus agent processing fees (₹2,000–5,000 depending on operator).
6. Citizens of Pakistan, China, and Afghanistan face additional restrictions and longer processing, sometimes 8–10 weeks.

Special Case: Ziro Music Festival 2026

For the Ziro Music Festival 2026 (24–27 September 2026), demand for ILPs spikes 4–6 weeks before the festival. Apply at least three weeks in advance to be safe, the online portal does occasionally hit capacity in early September.

Other Northeast States: What Permits You Need

• Mizoram, ILP required, apply via the Mizoram Online ILP portal or at entry points.
• Sikkim, No ILP for the bulk of the state, but Protected Area Permit for areas like Tsomgo Lake, Nathula, Yumthang, and the Singalila ridge.
• Manipur, Assam, Meghalaya, Tripura, No ILP required for Indian citizens.

FAQ

Can I apply for an ILP at the border instead of online? Technically yes, but you'll lose 1–3 hours, and on busy weekends the check post may run out of forms. Always apply online before you leave home.

Is my ILP valid for re-entry if I exit Arunachal and come back? Within the validity window, yes. Each entry is logged but the document stays valid.

Do I need separate permits to visit Tawang, Ziro, and Mechuka in one trip? No, one ILP covers your entire trip across multiple districts within Arunachal, as long as the date range and entry point match your travel.

What if I'm flying directly to Itanagar (Hollongi Airport)? You still need a valid ILP. Declare Hollongi as your entry point on the application.

Can children travel without their own permit? Children under 13 are included on a parent's ILP for free. 13 and older need their own.

Does my Aadhaar work as ID for the application? Yes, Aadhaar is the most commonly used ID. Voter ID, passport, and driving license also work.
