Self-Drive Road Trip Guide for Northeast India
By Mayur Hazarika, Co-Founder & COO, The Footprints Tours and TrekI am Mayur Hazarika. I run vehicle logistics for The Footprints Tours and Trek. Self-drive works well across Assam and Meghalaya, and on the Tawang route after the Sela Tunnel opened. Arunachal interior roads need an SUV and an Inner Line Permit. North Sikkim bans self-drive outright. Here is how we set you up.
Which states allow self-drive
Self-drive rules differ by state. We dispatch every vehicle from Guwahati, the main pickup and dropoff base for all Northeast itineraries.
| State | Self-drive | Permit for Indian citizens |
|---|---|---|
| Assam | Legal and common | None |
| Meghalaya | Legal | None |
| Arunachal Pradesh | Permitted | ILP required |
| Nagaland | Legal | ILP required |
| Mizoram | Legal | ILP required |
| North Sikkim | Not allowed | PAP required, guide mandatory |
In North Sikkim you cannot self-drive at all. Lachen, Lachung, and Gurudongmar sit inside restricted zones, so the rules require a government-registered vehicle with a licensed guide. For everywhere else, the work sits with permits and road choice.
Permits and ILP at checkposts
The Inner Line Permit is the guest responsibility. We help you prepare it, but you carry it.
Arunachal Pradesh ILP
Mandatory for every Indian citizen from another state, across all districts. Apply online at eilp.arunachal.gov.in (also arunachalilp.com). Processing runs same day or next day. The official portal lists a Rs 100 application fee, so check the live rate before you travel. Tourist ILP stays valid 15 to 30 days from your entry date and extends at DC offices inside the state.
You need a government photo ID (Aadhaar, passport, voter ID, or driving licence), a passport-size photo, your travel dates, and your stay address. The first checkpost on the Tawang route is Bhalukpong, on the Assam-Arunachal border. You cannot pass it without a valid ILP. Officers check it again along the route, so carry several printed copies. Your vehicle gets registered at the checkpost and the driver shows the ILP. For Tawang via Bumla border post, you need an extra local permit on top of the ILP. Our full breakdown sits in the Arunachal Inner Line Permit guide.
Nagaland and Mizoram ILP
- Nagaland: apply at ilp.nagaland.gov.in. Domestic tourist ILP costs Rs 200 (revised May 2025), valid 15 days, extendable. Main checkpost at Dimapur from Assam.
- Mizoram: apply at ilp.mizoram.gov.in. Rs 20 form plus Rs 100 processing. Valid 15 days, renewable once. Checkpost at Vairengte, or obtain on arrival at Lengpui Airport in Aizawl.
For Manipur, check current rules before you book, as the ILP position has shifted.
Foreign nationals
Arunachal, Nagaland, and Mizoram need a Protected Area Permit through the e-FRRO portal. Processing takes 2 to 4 weeks, so apply at least 30 days ahead. In Arunachal and Nagaland, foreigners travel in groups of two or more with a registered guide. Confirm the current fee on the MHA portal.
Road conditions by region
Plains and mountains drive differently. Know the gap before you book.
- Assam highways (NH27, NH37, NH715): good tarmac. The Guwahati to Tezpur to Bhalukpong corridor on NH27 is well kept. NH715 along Kaziranga is under 4-laning on the Kaliabor to Numaligarh segment, with some construction. The Kaziranga Elevated Corridor had its Bhoomi Puja on January 18, 2026.
- NH13, Bhalukpong to Tawang: road quality is good after the Sela Tunnel opened. The Bhalukpong, Dirang, Sela, Tawang stretch reads as solid in 2026. Above Bomdila it stays steep and winding, so an SUV is the right choice.
- Aalo to Mechuka: winding and rough in parts, worse after monsoon. The Border Roads Organisation is upgrading it. The 180 km leg takes 7 to 8 hours, an average near 22 km/h.
- Roing to Anini: mixed. Smooth in sections, broken and narrow in patches, with landslide-prone spots.
The Sela Tunnel changed the Tawang drive
PM Modi inaugurated the Sela Tunnel on March 9, 2024. It is fully operational in 2026. At 12.04 km it is the world's longest bi-lane road tunnel, sitting at 13,700 ft on the Balipara-Chariduar-Tawang road. It gives Tawang all-weather access. The old Sela Pass section above 13,000 ft sat blocked by snow for months each year. The tunnel cuts roughly 10 km and about one hour off the Bomdila to Tawang run.
The Nechiphu Tunnel (500 m), opened September 12, 2023 at 5,700 ft, bypasses the foggy Nechiphu Pass and saves around 20 minutes and 6 km. Together the two tunnels trim the Guwahati to Tawang drive by roughly 60 to 80 minutes.
Key distances and times
| Route | Distance | Drive time |
|---|---|---|
| Guwahati to Tezpur | ~180 km | ~3.5 hours |
| Guwahati to Bomdila | ~280 km | ~7 hours |
| Bomdila to Tawang | ~171 km | 5 to 6 hours |
| Guwahati to Tawang | ~510 to 540 km | 12 to 15 hours, split over 2 days |
| Guwahati to Ziro Valley | ~418 to 460 km | 13 to 14 hours, split over 2 days |
| Dibrugarh to Mechuka | ~400 to 450 km | 18 to 20 hours, split over 2 to 3 days |
| Roing to Anini | ~200 to 235 km | 7 to 10 hours |
Guwahati to Tawang does not run in one stretch. We split it with an overnight at Bomdila or Dirang.
When you need a 4x4
A sedan loses ground clearance, loses engine power at altitude, and turns the last three hours rough. Match the vehicle to the road.
- Tawang: 4x4 or high-clearance SUV above Bomdila. The Dirang to Tawang stretch has steep hairpins, loose surface at altitude, and snow on the approaches even with the tunnel.
- Mechuka: a sturdy SUV is essential. Bolero or Innova-class minimum. The Aalo to Mechuka leg has severe gradients and rough patches.
- Anini: SUV essential. Operators name the Bolero or Scorpio for the Roing to Anini run.
- Ziro Valley: a compact SUV is preferred, and a sedan works in the dry season.
- Assam plains and Meghalaya: a hatchback or sedan handles the flat, good roads.
Fuel availability and gaps
Fill up at every town with a confirmed pump. Do not rely on remote stations being stocked.
- Tawang: Indian Oil station confirmed open. Petrol about Rs 92.59 a litre, diesel about Rs 82.17 (April 2026).
- Mechuka: an IndianOil station is listed at Shi-Yomi, petrol about Rs 92.66, diesel about Rs 82.20. Supply runs intermittent, so fill fully in Aalo before the Aalo to Mechuka leg. If the pump is dry, locals sell from jerrycans at a premium.
- Anini: no confirmed working pump in 2026 sources. Treat Roing as your last fuel stop and carry a jerry can. The whole Roing to Anini route has limited fuel and food.
- Pasighat: reliable fuel before both the Mechuka and Anini routes.
Confirmed fill points by route: Tezpur, Bhalukpong, Bomdila, and Dirang for Tawang. Dibrugarh, Pasighat, and Aalo for Mechuka. Roing for Anini.
Documents to carry
Keep these in the vehicle for every self-drive trip:
- Original valid driving licence (minimum rental age 21).
- Aadhaar or passport.
- Vehicle registration certificate (RC).
- Insurance certificate.
- PUC certificate.
- ILP hard copies, several printed.
- Self-drive agreement from us.
- Emergency contacts: our on-call number plus the local BRO and police helplines.
Self-drive vehicles run commercial black plates with yellow lettering.
Driving in the hills safely
Mountain roads run slow by design. Plan around them.
- Drive October to April for all mountain routes. October to March for Mechuka and Anini. November to April for Tawang, where the tunnel keeps the road open but snow still hits the approaches.
- Avoid self-drive in the Arunachal interior from June to September. As of June 2026, heavy rain triggers active landslides. The Akajan-Likabali-Bame road blocked at Siji, Hathi Nallah, and Brahmaputra View Point on June 3, 2026, cleared the same day by BRO. The Pasighat-Aalo highway recorded a slide on May 24, 2026. Upper Siang, Siang, West Siang, Lepa Rada, and Shi-Yomi take the worst of it.
- Drive with care through the Kaziranga boundary on NH715 for wildlife crossing. The park runs November 1 to late May and closes June to September for floods. The 2025-26 season closed May 29, 2026.
- Start each mountain leg early. Daylight matters when an SUV averages near 22 km/h on the hardest stretches.

Frequently asked questions
Is self-drive to Tawang open in 2026?
Yes. The Sela Tunnel keeps the Bhalukpong to Tawang road open year-round. Book a 4x4 or high-clearance SUV for the steep, loose stretch above Bomdila, and carry your ILP for the Bhalukpong checkpost.
Do I need an ILP to self-drive in Arunachal Pradesh?
Yes. Every Indian citizen from another state needs an ILP for all districts. Apply at eilp.arunachal.gov.in, processing runs same day or next day, and you carry several printed copies for the checkposts.
Where do I fuel up before Mechuka and Anini?
Fill fully in Aalo before the Aalo to Mechuka leg, since the Mechuka pump runs intermittent. For Anini, treat Roing as your last reliable stop and carry a jerry can.
When is the best season for a self-drive road trip?
October to April for all mountain routes. Avoid the Arunachal interior from June to September, when heavy rain triggers active landslides.
Do foreigners self-drive in Northeast India?
Foreigners need a Protected Area Permit for Arunachal, Nagaland, and Mizoram through the e-FRRO portal, applied at least 30 days ahead, and must travel with a registered guide in Arunachal and Nagaland.
